It seems Slic3r has acknowledged diameter issues

I was reading the reprap forums and it seems they are working on a fix for internal holes being too small.

Page 3 near the bottom is where "Sound" chimes in.

And it seems the author of Slic3r agrees with me that there are a lot of factors that can influence hole size besides the path of the head and the extrusion rate. It's really not an easy problem to solve!
