is a command like "M212 Z-.2" additive? e.g. if i send it 3 times do i move 0.6 or does each command send it to 0.2?

where do i tell repetier what size filament i'm using? shouldn't that be a setting? alternatively, how do i limit the Z movement between layers?

this piece is brittle and looks awful - but it's a start :)

any advice appreciated!

Yes, you can and you need to set your filament diameter (measured accurately at two or three points, two perpendicular measurements at each point). It's a setting in Slic3r.

This post will help you to understand how Slic3r and Repetier are really independent programs, but Repetier calls upon Slic3r. I like to use them independently. viewtopic.php?f=19&t=4807

No, the M212 command is not additive. It's an absolute value, and must be written to the EPROM with an M500 in order to take effect.
